Will a new governance set-up save rail in the UK

Today it’s been announced that the the troubled rail industry will be governed by a new central body: https://www.bbc.co.uk/news/business-57176858

Will this ‘reduction in complication’ save the industry? I’m not sure. Investment is going to be key both from government and from the private providers who will continue to quietly run the network.
